Legal correspondence and papers, mostly involving cases bearing on a building and loan association and a lumber firm of eastern North Carolina. There is also a commonplace book evidently kept by Shepherd while a student in Richmond, Va. Includes several letters of recommendation for Dr. Joseph J. Phillips, an applicant for a position at St. Luke's hospital, New York City, and letters encouraging Shepherd to accept the nomination for the position of chief justice of North Carolina.

James E. Shepherd (1847-1910) opened a law partnership with Thomas Sparrow in Washington, N.C. Shepherd became active in politics, serving as the chairman of the Democratic Executive Committee in Beaufort County. In 1875, he represented Beaufort and Pamlico Counties in the North Carolina Constitutional Convention and authored the important provision concerning county government.
